Floppy is a Pooch Patrol from Tonka. He's one of the four original designs. His name may sound non threatening but believe me, when Floppy is on duty, none shall pass. His sens of smell is unmatched and nothing escapes him.

After long and fruitless researches, I've finally fell upon an eBay seller who had in hand the original Pooch Patrol pamphlet. she was kind enough to share it with me and so I now know his real factory name is Floppy. :)
